1. Log into your site.
2. Go to the page where you would like the anchor to point to.
3. Roll over the Text element toolbar and select Settings from the dropdown menu.
   
4. Select your text, picture or other item you would like to anchor to.
   
5. Click the Hyperlink Manager button.
6. Click on the Anchor tab.
7. Type in a name for your anchor.
8. Click the OK button.
9. If you are done editing your content click the Update button.
10. Copy the URL of the page the anchor is on.
11. Go to the page you want the anchor to link from.
12. Roll over the Text element toolbar and select Settings from the dropdown menu.
13. Select your text, picture or other item you would like to anchor from.
14. Click the Hyperlink Manager button.
15. Click on the dropdown menu next to the title Existing Anchor.
16. Select your anchor name you typed earlier.
17. Click the OK button.
18. If you are done editing your content click the Update button.

Note: The dropdown menu next to the title Existing Anchor will only show if there are anchors on the text editor you are on.  This will not show anchors that are on other pages or text editors.  To have anchors on other pages, you will need to follow steps 1-8 and then manually give your link the #anchorname.
